David Watson

Partner responsible for all CDM Co-ordinator activities undertaken by the practice.
David entered quantity surveying in 1972 operating in private practice and then in Local Government where he qualified and became an Associate Member of the RICS. He joined Brock Carmichael in 1990 and in 1992 set up BCA
Project Services as part of the Group. In 1994 David gained a post graduate diploma in Project Management and went on to become an experienced practitioner in Planning Supervision under the CDM Regulations 1994.
David is a Partner of BCA Project Services, and has developed the service of Planning Supervisor (now CDM Co-ordinator) through numerous commissions since the regulations came into force on 31 March 1995. David has closely followed the development of the regulations and has undertaken specific training for this role.
Following the introduction of the new CDM Regulations 2007, David has achieved the necessary standard to be included on the list of competent CDM-C's as compiled by the Association for Project Safety.
Ian Brew
BSc (Hons), MRICS
Partner responsible for all Project Management and Quantity Surveying activities undertaken by the practice.
Ian graduated in 1983 and became a Chartered Quantity Surveyor in 1986. He has since
worked in private practice (1983 - 1994), been self employed (1994 - 1998, operating
in the fields of both Quantity Surveying and Quality Management during which time he
became a registered Assessor of Quality Management Systems with the Institute of Quality
Assurance). He has also worked in the public sector, between 1998 and 2005 at English
Partnerships and North West Development Agency (NWDA) as a Project Manager / Quantity
Surveyor. In 2005, Ian joined BCA Project Services as an Associate and later, in 2008,
became a Partner in the practice.
Ian's experience covers all aspects of construction including a significant amount of Heritage
based work on listed buildings and Environmental Improvement/Landscaping work.
He is also well versed in working on grant funded schemes and what is involved in the
reclamation of brownfield sites. Ian's experience from having worked at NWDA has assisted
considerably here with him having an in depth knowledge as to how these organisations
operate. He has been called upon on many occasions to provide technical cost advice and
assist with public sector funding applications involving the likes of not only NWDA, but also
Liverpool Vision, ERDF, HLF and CADW.
